JPJ lost RM14.38 million in licence printing payment process, audit report says

Weaknesses in the payment process of Malaysian driving licence (LLM) card printing services resulted in waste and loss of public money amounting to RM14.38 million.

According to the Auditor-General’s Report 2021 Series 2, this occurred due to the inadequate supervision of the regulations and agreements by the Road Transport Department (JPJ).

"Some 1.83 million LLM cards worth RM14.23 million were unused and penalties totalling RM149,178 for the violations of the service level agreement (SLA) were not imposed," said the report, released today.

To overcome the weaknesses raised, the auditor-general proposed that JPJ ensure the usage of cards is frequently monitored to allow the efficient use of cards and avoid unnecessary wastage.

"Ensure that the contractor complies with the SLA and, in the event of non-compliance, that penalties are imposed immediately.

"It is also suggested that JPJ ensure a better monitoring strategy to facilitate an immediate and effective response when the problem arises," said the report.
